Betreffend „Grenzüberschreitenden Datenfluss“ hat Österreich schon einige Probleme gehabt. So wurde zum Beispiel im Jahr 1982 das IIASA von der amerikanischen und englischen Presse und von CIA-Kreisen beschuldigt, über ihre Verbindungen zu den Welt-Datennetzen Zugriff auf Super-Computern in Aldermaston, einer der wichtigsten Kernforschungsinstitutionen in Großbritannien, verschafft zu haben.
