regulating what?

what are the effects of software patents? are europeans looser, because they don´t regularly allow software patents or patents on business ideas?? well some americans tend to say that. eu bureaucrats react as always. attornies would love it as well as patent offices, claro. it´s their way of earning money.

"Whereas pharmaceutical companies can get a monopoly - a single patent that controls a product set - software firms have to license each other," Schechter said. wipo tells their readers patents are helping small businesses to find out about new business partners - other say they are just looking there to steal ideas; having a patent portfolie would help to get venture capital, but venture capitalists say, they don´t care about that.
