for the development of tcp/ip, the quarrel in the itu over the osi standard, that can be interpreted somehow as european quarrel, was maybe of use: in regards of giving the developer more freedom and time to make mistakes and to learn without pressure of industrie or interest groups. at least john klensin sees it that way. and somehow it makes sense.
